To obtain plan consent, please submit the following:

  • Application form 003 (2 copies)
  • Residence ID (2 copies)
  • Title Certificate/Title deed (2 copies)
  • Lease contract (for leased premises, 2 copies)

  • Field Book
  • Construction Commencement Certificate
  • Construction Permit Certificate
2. Building Permit

To request a Building Permit:

  • Completed application form (form 001)
  • Plan Agreement
  • Net debt and suspension confirmation
  • Completed construction design
  • Lease agreement (for leased premises)
  • Completed License Request Forms (09, 08, and 10)
  • Service charge payment

Consultant Requirements:

  • Professional license of the consultant and experts
  • Site report

To amend a Building Plan:

  • Completed application form (form 022)
  • Plan Agreement
  • Net debt and suspension confirmation
  • Completed construction design
  • Completed License Request Forms (09, 08, and 10)
  • Previous approved construction permit information
  • Service charge payment
  • Counsel Requirements: Professional licenses

For Floor Increase:

  • Consultant's letter
  • Site photo
  • Pale test results

To extend a Construction Period (for construction not started):

  • License application form 023
  • Previous construction permit certificate
  • Service charge payment
  • If the lease is extended: Plan agreement and Net debt suspension letter

For Service Charge and Name Change:

  • Application form 007
  • Plan Agreement
  • Net debt and suspension confirmation
  • Completed construction design
  • Completed License Request Forms (09, 08, and 10)
  • Previous approved construction permit information
3. Start of Construction

To obtain a construction start permit, please provide the following:

  • Forms (3 copies each ): Certification form and Genbigdata login forum
  • Building Permit Certificate (without construction start date, 2 copies)
  • Proof of Possession (2 copies each): Title deed and Lease agreement
  • Price list (Bill of quantity, 2 copies)
  • Contractor Documents (2 copies each, unless otherwise noted):
    • Work agreement with the level contractor
    • Contractor's Vocational Certification Certificate
    • Contractor's commercial office license
    • Business registration
    • Contractor's VAT registration certificate
    • Taxpayer Certificate
    • Site supervisor/Professional ID book and TIN number
    • Employment contract specialist (according to social contract agreement)
    • Guarantee from an insurance company (contractor all risk)
  • Consultant Documents (2 copies each, unless otherwise noted):
    • Agreement with the consultant
    • Consulting firm's Professional Certification
    • Consultant's license
    • Business registration
    • Consultant's VAT registration
    • Taxpayer Certificate
    • Consultant/Site Supervisor ID card
    • Professional employment contract
    • Professional indemnity from an insurance company

All original documents must have a seal.

4. Building Use Permit

To obtain a building use permit, please provide the following:

  • Title deed copy
  • Copy of construction permit
  • Construction start permit
  • Construction monitoring/control information
  • Architectural Plan Zeros Copy
  • Confirmation of construction completion by a consulting engineer
  • Delivery document signed by the contractor and the building owner
  • Owner's ID or representative's power of attorney with ID copy
  • Application Letter (Form 018)
  • Engineer service fee payment
  • User service fee payment
5. Outdoor Advertisement Permit

To request an outdoor advertising permit, please provide the following:

  • Evidence of legality
  • Business license and business registration
  • TIN number and VAT certificate
  • Copy of Title Deed
  • If in a building: Contract document with the building owner
  • Exact location of outdoor advertising (Sub-city, district, specific name of place)
  • Design, appearance, and content of the advertisement (meeting height and width standards, with supporting image)
  • For license issuance, also provide:
    • Business license, business registration, TIN number, and VAT certificate
    • Copy of Title Deed
    • Design copy indicating message and content
    • If in a building: Contract document with the building owner
  • Engineer's service fee payment
  • Fee for Outdoor advertising license service payment
